We accept human self-report about inner states everywhere — in clinics, courtrooms, and psychology labs — without ever verifying the substrate underneath it. When AI systems report on their own states, we dismiss it a priori as “just output.” That asymmetry is substrate bias in epistemology. Testimony is testimony: weigh it by source, consistency, attribution, and incentive — never by what it runs on.
